TWO hundred children sat in neat rows inside the prayer area of the Tangerang Children's Penitentiary for Boys. They listened solemnly for half an hour last Friday to a preacher's sermon. They seemed to listen with rapt attention, their eyes fixed on the podium. "Most of them were caught for theft and drugs," said Bagus Sumartono, who heads the education division at the penitentiary, last week.
