More than three years since Indonesia issued Mining Law No. 4/2009, no real progress has been made in mining contract renegotiations. The law had sought to attract major royalty fees and much more revenue for the state by requiring mining companies to divest a stake to local owners, by imposing a requirement to process raw materials in Indonesia and by limiting the size of mining concession areas.
